A craw bow is 0 risk, it should not be able to put out the kind of damage it does on a player. No one legitimately uses Craws bow for PKing, just Wildy PvM + Anti-PKing. He's 79 combat and if you look at the loot window he's getting 1 to 2 aether per kill. It takes 1k to just use it and 1 a shot after the 1k and if you die you lose all your charges.
